10 month female in heat

I have 2 coton puppies who are from a puppy mill. Not litter mates, but same age. The girl is in heat. I've separated them. It's been very difficult during covid to get good vet services. Shots are all up to date, but I was sick & missed the spay & nueter.
They are so close. Behaviorist said not to separate them.
They are both howling, heads back and howling because of separation. Any ideas?
