reactive behavior to other dogs

Tulia is kind, funny and playful, but is unfortunately reactive to other dogs. I have had her in puppy classes, life-skill classes, canine good citizen classes and she does fine with the other dogs in her classes, but as soon as a "strange" dog approaches, she barks and lunges out of control. She also watches TV and has similar behavior when a dog or other animal comes on. Any suggestions would be very helpful.
