Basil, 10 month female aggressive with our 4 month puppy,

Hi All
We have a 4 month mini labdoodle (Charlie) and decided he needs a sister and so we got a 10 month old Coton from a local breeder to avoid the puppy stage. Her name is Basil. We've only had her a week. She is a doll, but very shy and seems to be in a constant state of fear. Her original owner, older couple fell into health issues and gave her back to the breeder. Charlie is a puppy and wants to play, he's 16 lbs will end up 25 lbs. Basil is 12 lbs. Charlie pesters her, wanting to play and she just attacks back aggressively (leave me alone) which is totally expected. But I am wondering will they eventually become buddies?
