Puppy super shy with other dog

Hi, my 14 weeks old male puppy is super shy with any other dogs, large or small. We went to a class for new owners and there was a barking tiny dog. He just laid down and took a nap. Stay away.
Then we took a class with other dogs of various sizes and all the puppies play together. He just runs away from them all.
I thought maybe I'm rushing this too much by trying to have him meet other dogs. I thought is I might ease back and let him do it more at his pace.
What are other people's experiences with them around other dogs ? Do they eventually come around ?
He's pretty happy around people and kids so I'm pretty happy about that.
