Do cotons always carry their tails?

We rescued a puppy, now four months old, and he never seems to carry his tail but the shelter thinks he is full coton. Could he still be full and not carry his tail or what other breeds could he be?

Anything is possible but he actually looks like he has Shih Tzu in him. He's also young that it may take awhile to get full muscles in his tail as w/ears when a breed has them stand up. Regardless he's adorable. Enjoy your new puppy.
